Evaluation is crucial to the success of any outreach efforts to educate and enroll families in public health programs. Despite its importance, little information is available about techniques that states or organizations have used to determine the success of their programs. This report suggests ways in which the Department of Social Services (DSS) can monitor and evaluate the new HUSKY outreach program, including a variety of process and outcome measures.
